Strengthening Flood Response in Malawi
Following UK ISAR’s deployment in March 2023 in response to Cyclone Freddy, and the Flood Response Capacity Building Programme in February 2024, the UK Foreign, Commonwealth & Development Office (FCDO) has once again mandated UK ISAR to undertake a second capacity-building initiative. This programmes aims to enhance Malawi’s flood response capabilities at both strategic and tactical levels through a comprehensive ‘Train the Trainer’ programme.
UK ISAR’s Response and Deployment
UK ISAR has deployed a 12-member team to Malawi for this project. The team is divided into two specialized groups:
- Tactical Team : Focused on ‘power boat’ operations, equipping responders with the skills necessary for effective flood rescue and relief efforts.
- Strategic Team : Dedicated to flood management training, supporting Malawian responders in planning and coordination for future emergency situations.
This targeted approach ensures that both operational execution and overarching disaster management strategies are strengthened to build a more resilient response framework in Malawi.
Plan of Action and Key Priorities
The primary goal of the project is to deliver comprehensive flood response and search & rescue training to 40 individuals, empowering local responders with the knowledge and skills necessary to mitigate disaster impact effectively. The training initiative includes:
- 21 Strategic Trainees: Comprising regional and district responders, who will be equipped with flood management strategies to enhance coordination and efficiency during emergency situations.
- 19 ‘Train the Trainer’ SAR Boat Operators: These individuals will be trained to DEFRA standards in search and rescue boat operations, ensuring sustainability by enabling them to pass on their expertise to future responders.
Enhancing Disaster Preparedness and Response
This initiative marks a significant step towards enhancing Malawi’s resilience against flood-related disasters. By fostering local expertise and ensuring knowledge transfer through a structured training programme, UK ISAR and FCDO are contributing to the long-term development of Malawi’s disaster response capabilities. The continued collaboration between UK ISAR and Malawian authorities highlights the importance of international cooperation in disaster management, ultimately saving lives and reducing the impact of future emergencies.
